Street Child is hiring a Senior Information Management Officer, for Cabo Delgado.
Role Purpose
The Senior IM officer will support the Program manager and consortium Manager in data collection, reporting, monitoring the programmes activities, and evaluation. The scope of the work is to lead the overall database and baseline data development and track the progress of the Street Child’s programmes in Child Protection and Education, and coordinate with partners.
Key Responsibilities
- Review and develop M&E tools and simple guidelines to use them for our CP and education projects. This includes the M&E framework and workplan, data collection tools, data verification tools, and other necessary tools;
- Develop baseline and endline assessment tools Street Child’s programmes with the support of the project manager;
- Identify any gaps or areas for improvement and work with the project manager and programmes manager to improve the quality of in-country M&E;
- Supervise and review the M&E component of the monthly and quarterly reports, produce data visualization outputs based on data analysis for reporting;
- Training the project team in MEAL standards, principles, tools, and guidelines;
- Support in the careful analysis of the project log frame matrix, particularly in the areas of performance indicators and their measurement;
- Assist in the development and/or finalization of the project implementation and performance management Plan and keep it updated in accordance with project activities and timeframes as relevant;
- Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation;
- Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required;
- Organize and undertake training on information management and reporting as required.
Implementation of IM and coordination
- Collect data on a regular basis to measure achievement against the performance indicators;
- Check data quality with provincial staff;
- Maintain and administer the IM database; analyse and aggregate findings;
- Support project progress reporting, project mid-term review and final evaluation;
- Identify areas where technical support to provincial staff is required. Organize refresher training on M&E for provincial and national staff as required;
- Identify lessons learned and develop case studies to capture qualitative outputs of the project;
- Provide advice to the supervisor on improving project performance using M&E findings.
Communication
- Produce reports on M&E findings and prepare presentations based on M&E data as required;
- Provide the Project Manager with management information she/he may require;
- Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap;
- Perform other duties as may be assigned by the Project Manager and the Mozambique Programmes manager.
Education / Qualifications
- Masters degree in social sciences, economics, math or physics, IT, or related subjects.
Essential
Experience and Knowledge
- Minimum 4 years of M&E and small scale data analysis and reporting experience including M&E activities of humanitarian/development projects;
- Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages;
- Experience in planning and managing surveys;
- Experience in developing and refining data collection tools;
- Experience with data quality assessments and oversight;
- Experience in managing and providing training to partners and target beneficiaries.
Skills and Abilities
- Excellent written and spoken communications in Portuguese;
- Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies;
- Ability to facilitate and serve as project liaison for externally-managed evaluations;
- Excellent analytical skills;
- Good moderation, facilitation and training skills;
- Demonstrated ability to liaise and negotiate with government and social partners.
