The CARE International is hiring a Gender and Advocacy Senior Technical Specialist based in Maputo.
Scope of Work Summary
The role is designed to make sure that CARE Mozambique’s programming is explicitly focused on tackling gender inequality and power imbalances and is integrated into all of CARE Mozambique’s work, including programs and policies as well as communications, advocacy and learning. The role helps staff and partners to address gender inequity and inequality at the design, implementation, and monitoring stages; so that our impact groups are more effectively engaged in, served by and benefiting from, our work.
Important indicators of success for this role will include an increase in implementation of projects with a clear transformative Gender focus; increased representation and engagement of CARE in relevant advocacy and coordination forums; increase in Gender focused research and advocacy outputs from the Country Office; increase of meaningful participation in decision-making by CARE’s impact groups at different levels (household, public); higher levels of awareness about gender, equity and diversity issues among implementing staff (in CARE and in our partners) and commitments to transformation.
Responsibilities
Quality assurance of CARE’s programming and fundraising for gender equality
- Conduct regular and wide-ranging field visits to projects/programs, providing feedback and advice on how to improve the way we integrate gender and social inclusion in our work;
- Monitor the performance of projects and programs against CARE’s Gender Marker, providing advice and guidance to project managers and gender focal points on areas for improvement;
- Participate in project/program review and reflection meetings to provide critical reflections and advice on performance from a gender and inclusion perspective, including what is being done well and what could be improved (and how);
- Advise and provide technical inputs on project/program design, including proposal development, with a specific focus on ensuring gender and inclusion issues are effectively addressed in the planned activities;
- Provide input into the terms of reference for M&E activities (e.g. baseline, mid-term reviews, endline) to ensure that issues of gender and social inclusion (including sex disaggregated data) are addressed;
- Lead the development of proposals or concept notes to advance CARE’s work on gender equality and women’s voice; and/or provide feedback on drafts written by others, as required;
- Lead the research, analysis and writing of Rapid Gender Assessments where necessary for the CO and provide capacity building to colleagues for their improved involvement in the process.
Representation of CARE at national level with focus on gender-lens in advocacy
- Represent CARE Mozambique in the various prioritized networks, alliances and forums that present an advocacy opportunity (e.g. UN Protection Cluster during Emergencies, the civil society network for Scaling up Nutrition) to ensure that CARE’s strategic priorities are communicated and that opportunities to generate support for these are identified and advanced;
- Represent CARE Mozambique in national policy discourses and provide policy and programmatic advice in regard to women’s empowerment, women’s voice, gender equality and social inclusion;
- Develop and lead appropriate advocacy strategies for the CO aligned with regional efforts in addressing gender focused objectives, including Nutrition and Climate Change;
- Participate in the COSACA consortium with a primary focus on providing technical input and advice on gender issues, and liaise with COSACA-specific Gender staff (if/when appointed) to ensure effective planning and collaboration.
Mainstreaming of gender (including GBV) into CARE strategies, projects, programmes and policies
- Advise staff and partners on how to integrate gender equality and social inclusion into policies, programs, advocacy messages, monitoring and evaluation;
- Contribute to planning, development and review of strategies, operational plans and program/project design from a gender equality and social inclusion perspective;
- Facilitate integration of lessons learnt into the development of new program proposals and programming strategies;
- Support HR in mainstreaming Gender and Social Inclusion into human resource policies and provide support, as required, in staff recruitment process;
- Support HR in creating an environment that is free from all forms of discrimination, harassment and exploitation in line with CARE’s ‘zero tolerance’ policy.
Capacity building on gender equality, women’s empowerment and women’s voice
- Learn about existing tools, guidelines and recommendations for integrating gender and social inclusion into CARE’s programme and identify how these can be adopted and adapted to the Mozambique context; and/or develop new tools/guidelines/resources, if appropriate;
- Pro-actively organize and deliver training and mentoring for staff and partners on core topics relevant to gender and inclusion issues, e.g. Gender, Equity and Diversity (GED); and PSEA (Prevention of Sexual Exploitation and Abuse); Men and boys’s engagement for women and girls’ empowerment; Engaging Adolescent Girls; Child protection; etc.;
- Support the selection process for partners with whom CARE works, including assessment of partner capacity to address gender and social inclusion in their work;
- Support partner capacity-building initiatives from a gender and inclusion perspective;
- Assess project reports, communiques, press releases, and other documentation and provide feedback to authors on how to improve the way they address gender and social inclusion;
- Contribute to CARE’s body of knowledge in gender and social inclusion;
- Participate in relevant community of practice groups in CARE, in Mozambique and/or externally to enable continual improvement and, and learning about, issues of gender and social inclusion; and disseminate learning to others;
- Lead the creation of a community of practice within CARE Mozambique for gender, enabling and facilitating learning and sharing across projects and programs on the topics of gender and social inclusion;
- Support HR in creating an environment that is free from all forms of discrimination, harassment and exploitation in line with CARE’s ‘zero tolerance’ policy.
Requirements
Required Skills and Qualifications
- Master’s degree in sociology, gender studies or any other relevant subject;
- At least 5 years working experience in the relevant area; or Bachelor degree and more than 20 years of work experience in relevant field Technical knowledge and skills in gender, equity and diversity;
- Deep understanding of, and ability to communicate to others, the impact of gender inequality and social exclusion;
- Experience and skills in policy influencing at micro level;
- Good coordination and communication skills;
- Strategic program planning skills;
- Skillful on program management and conceptual clarity on programmatic approach;
- Experience on advocacy, good governance and civil society strengthening;
- Politically sensitive and aware about current political & social context and development;
- Excellent training and interpersonal skills;
- Excellent in both oral and written English and Portuguese.
